April 17, 2013 - New York Republicans Shift Back To Cuomo, Quinnipiac University Poll Finds; Voters Give Gov Low Marks On Corruption Word format PDF format Despite low marks for handling legislative corruption, New York State voters give Gov. Andrew Cuomo a 57 - 29 percent overall job approval rating, including 48 - 39 percent approval among Republicans, according to a Quinnipiac University poll released today. This compares to a 55 - 27 percent overall approval, with a negative 38 - 49 percent approval among Republicans, in the March 19 survey by the independent Quinnipiac (KWIN-uh- pe-ack) University. Today, approval is 71 - 16 percent among Democrats and 48 - 37 percent among independent voters. In a regional split that opened after Cuomo signed tough new gun-control legislation in January, upstate voters approve 46 - 39 percent while New York City voters approve 67 - 18 percent and suburban voters approve 58 - 27 percent. There is also a large gender gap as men approve 49 - 39 percent, while women approve 63 - 20 percent. With large partisan and regional divisions, New York State voters support the state's new gun-control legislation 63 - 33 percent and approve 52 - 38 percent of Cuomo's handling of gun policy. Democrats approve of Cuomo on guns 69 - 21 percent; Republicans disapprove 60 - 33 percent. Independent voters split 44 - 44 percent. Upstate voters disapprove 54 - 37 percent, while approval is 66 - 24 percent in New York City and 54 - 35 percent among suburban voters. "That first-in-the-nation gun-control package continues to hurt New York Gov. Andrew Cuomo politically, although, by margins of 2-1, New Yorkers overall like the tougher law. The city-upstate split on the bill and the governor is huge," said Maurice Carroll, director of the Quinnipiac University Polling Institute. "Overall, the Gov's job approval numbers stay positive, with the very blue New York City very much on his side." New York State voters disapprove 57 - 30 percent of the job the State Legislature is doing and disapprove 44 - 23 percent of the job Assembly Speaker Sheldon Silver is doing, his lowest grade ever. Voters disapprove 28 - 22 percent of the job State Senate Co-leader Dean Skelos is doing, with 50 percent undecided. State Senate Co-leader Jeff Klein gets a split verdict, with 19 percent approving, 22 percent disapproving and 58 percent undecided. Joint leadership of the State Senate is a "power grab," rather than "effective government," voters say 50 - 35 percent. Government corruption in New York State is a "very serious" problem, 48 percent of voters say, the highest number since Quinnipiac University began asking the question in 2003. Another 39 percent say corruption is a "somewhat serious" problem. The governor, not legislative leaders, should have primary responsibility for cleaning up legislative corruption, voters say 47 - 34 percent, but only 37 percent say Cuomo's clean-up efforts are "excellent" or "good," while 52 percent say "not so good" or "poor." Legislative leaders get no votes for excellence in cleaning corruption, with 16 percent "good" and 75 percent for "not so good" or "poor." Officials convicted of a felony should lose their government pensions, voters say 84 - 11 percent, with support of 71 percent or higher among all groups. New York State voters oppose 53 - 37 percent campaign financing for candidates to statewide office and the State Legislature, with no group in support. Public financing of campaigns would not help reduce corruption, voters say 55 - 35 percent. "The State Legislature and its leaders are, as usual, unpopular, and more voters think that shared Senate leadership is a power grab rather than an effective way to get business done," Carroll said. "They think it's the governor's obligation, more than the Legislature's, to drain the cesspool and they're not convinced he's doing a good job. "Would public financing of campaigns help clean up the mess? Voters don't think so. They would like to see officials convicted of corruption lose their pensions." From April 9 - 14, Quinnipiac University surveyed 1,404 New York State voters with a margin of error of +/- 2.6 percentage points. Live interviewers call land lines and cell phones.
