April 30, 2003 - Honesty Issue Grows As Rowland Approval Sags, Quinnipiac University Poll Finds; Connecticut Voters Say Stamp Out Butts
Negative marks for being "honest and trustworthy," combined with low grades for his handling of pocketbook issues are keeping Connecticut Gov. John Rowland's approval rating in the basement, at 33 - 54 percent, according to a Quinnipiac University Poll released today.

This matches Gov. Rowland's 33 - 57 percent approval rating in a March 12 poll by the independent Quinnipiac (KWIN-uh-pe-ack) University.

Connecticut voters say 46 - 40 percent that Rowland is not honest and trustworthy, the first time he received a negative score on this important measure. Voters say 53 - 39 percent that their Governor has strong leadership qualities, but say 55 - 36 percent that he does not care about their needs and problems.

"Gov. Rowland's ratings are among the worst numbers for an elected official ever measured in 10 years of Quinnipiac University polls. Rowland sank into the cellar last time and he hasn't taken any significant steps out of it," said Quinnipiac University Poll Director Douglas Schwartz, Ph.D.

"There are no good numbers for Rowland anywhere in this poll, except maybe among Republicans."

"Rowland's job approval rating remains at an all-time low. If he is going to run for reelection in '06, he 's got a lot of work to do. The state's budget problems continue to keep Rowland's numbers down," Dr. Schwartz added.

"And the Governor's honesty and leadership marks continue to drop."

Rowland gets negative ratings for his handling of key issues:
  • 27 - 66 percent for handling the state budget;
  • 39 - 50 percent for handling education;
  • 26 - 68 percent for handling the economy and jobs;
  • 26 - 66 percent for handling taxes;
  • 25 - 47 percent for handling appointments to high level positions.
Most Connecticut voters - 56 percent - have read or heard about Rowland's use of vacation homes owned by a state contractor. Of that group, 34 percent say it is a "major concern" and 46 percent say it is a "minor concern."

Among the 69 percent of voters who have read or heard about Rowland's aide pleading guilty to bribery charges, 54 percent say it is a "major concern" and 37 percent say it is a "minor concern."

Connecticut voters support 64 - 33 percent a total ban on smoking in restaurants and bars.

Second-hand smoke is "very harmful," 60 percent of voters say, while 29 percent say it is "somewhat harmful."

Only 18 percent of Connecticut voters say they smoke.

"Connecticut voters believe in the dangers of second-hand smoke and don't want to breathe smoke while they eat or drink," Dr. Schwartz said.

From April 22 - 28, Quinnipiac University surveyed 1,239 Connecticut voters with a margin of error of +/- 2.8 percent.
