October 9, 2003 - Rowland Approval Stuck In The Basement, Quinnipiac University Poll Finds; But Connecticut Voters Reject Recall Almost 3 - 1
Connecticut Gov. John Rowland's job approval rating has inched up slightly, to 35 - 55 percent, but as it has since his reelection, his rating is stuck in deep negative territory, according to a Quinnipiac University poll released today.

Gov. Rowland had a 31 - 58 percent approval rating in a July 31 poll by the independent Quinnipiac (KWIN-uh-pe-ack) University. Last October, Rowland enjoyed a 58 - 31 percent job approval rating.

While Connecticut voters don't approve of their governor, only 28 percent say they would vote to recall him if they could, while 69 percent reject the recall option. Even Democrats oppose recalling the Republican governor 59 - 38 percent. By a lukewarm 51 - 46 percent, voters say it's a good idea to allow the recall of governors and other elected officials in general.

"Just a year ago, Gov. Rowland's support crossed party and gender lines. Now only Republicans give him a positive job approval rating," said Quinnipiac University Poll Director Douglas Schwartz, Ph.D. "Rowland continues to get low marks for his appointments, his honesty and his handling of economic issues.

"The good news for Rowland is that his numbers did not get worse, despite another scandal in his administration. Rowland has been meandering in the low 30s all year. The question is can he keep moving up?"

"In any case, Rowland is in better shape than Gov. Gray Davis of California," Dr. Schwartz added.

Connecticut voters also give the state legislature a low 35 - 49 percent approval rating for the way it does its job.

Rowland has strong leadership qualities, voters say 54 - 41 percent. But he gets negative scores on other character traits:
  • 36 - 55 percent that he is honest and trustworthy;
  • 36 - 58 percent that he cares about voters' needs and problems;
  • 35 - 54 percent that he has high ethical standards.
Rowland also gets negative ratings for his handling of key issues:
  • 28 - 65 percent for handling the state budget;
  • 42 - 47 percent for handling education;
  • 29 - 65 percent for handling the economy and jobs;
  • 28 - 66 percent for handling taxes;
  • 24 - 56 percent for handling appointments to high level positions.
From October 1 - 7, Quinnipiac University surveyed 1,519 Connecticut registered voters with a margin of error of +/- 2.5 percent.
