February 8, 2012 - New Yorkers Trust Teachers' Union More Than Mayor, Quinnipiac University Poll Finds; But Voters Back Bloomberg On All His School Plans

While New York City voters give strong support to Mayor Michael Bloomberg's plans to pay bonuses to good teachers and more quickly get rid of bad teachers, they trust the teachers' union more than the mayor, 56 - 31 percent, to protect the interest of public school children, according to a Quinnipiac University poll released today. Parents of public school students trust the union more than the mayor 69 - 22 percent.

Voters say 47 - 39 percent that the teachers' union plays a positive role in improving the city's educational system, the independent Quinnipiac (KWIN-uh-pe-ack) University poll finds.

New York City voter support for school initiatives is:
  • 71 - 24 percent support merit pay for public school teachers;
  • 54 - 38 percent say firing public school teachers should be easier;
  • 81 - 11 percent say public school teachers should be laid off based on performance, not seniority;
  • 84 - 12 percent support paying student loans up to $25,000 to attract good teachers;
  • 54 - 39 percent support paying $20,000 annual raises to teachers ranked "highly effective" two years in a row.
Voters disapprove 61 - 26 percent of Bloomberg's handling of the public schools and say 57 - 24 percent that his take-over of the schools has been a failure.

"Mayor Michael Bloomberg has proposed a bonus for new teachers to help pay off their student loans and $20,000 extra pay for those doing a good job and voters agree with both ideas," said Maurice Carroll, director of the Quinnipiac University Polling Institute.

"They endorse the overall idea of merit pay for good teachers and making it easier to lay off bad ones. And they'd resurrect Bloomberg's plan, which went nowhere last year, to make merit - not longevity - the test when teachers have to be laid off.

"Voters like the message; they just don't like the messenger."

"They like teachers and the teachers' union and they'd trust the union - more than the mayor - to protect the interests of school kids," Carroll added.

New York City voters give Bloomberg a 46 - 42 percent overall job approval, compared to a 49 - 42 percent approval rating December 14. Voters like Bloomberg as a person 59 - 25 percent. Asked how history will judge Bloomberg as mayor:
  • 14 percent say "excellent;"
  • 54 percent say "good;"
  • 19 percent say "not so good;"
  • 9 percent say "poor."
"Mayor Mike's job approval numbers barely change and voters still say they like him personally," Carroll said. "New Yorkers think the history books will say Bloomberg has been a good mayor - not great, but not bad."

Schools Chancellor Dennis Walcott gets a 34 - 37 percent approval rating. Scores for citywide elected officials are:
  • 53 - 23 percent for Council Speaker Christine Quinn;
  • 40 - 29 percent for Comptroller John Liu;
  • 42 - 18 percent for Public Advocate Bill de Blasio.
Banning the rental of public schools for church services is a bad idea, New York City voters say 58 - 33 percent. Support for church-in-school is 63 - 32 percent among Republicans, 62 - 29 percent among Democrats and 48 - 42 percent among independent voters. Church-in- school support is 63 - 27 percent among Protestants, 59 - 31 percent among Catholics and 57 - 33 percent among Jews.

"It only cropped up as a public issue recently, but New Yorkers don't like the idea of refusing to let churches rent public schools for worship services," Carroll said.

New York City voters approve 73 - 24 percent of the job President Barack Obama is doing, his highest score since a 73 - 23 percent approval May 11, 2011.

From January 30 - February 5, Quinnipiac University surveyed 1,222 New York City voters with a margin of error of +/- 2.8 percentage points. Live interviewers call land lines and cell phones.
