June 27, 2013 - New York City Voters Back Mayor's Storm Plan 4-1, Quinnipiac University Poll Finds; Slim Majority Backs Food Recycling, Bike Rentals

New York City voters support 74 - 17 percent Mayor Michael Bloomberg's $19 billion plan to better protect the city from storms, according to a Quinnipiac University poll released today. There is little difference in support from voters who live in flood zones and those who don't.

Support is strong in every group and in every borough, ranging from 70 - 21 percent in Brooklyn to 82 - 16 percent in Staten Island.

By a smaller 52 - 32 percent majority, voters believe the mayor's plan "can effectively protect the city, subway and electrical system from future storms and flooding," the independent Quinnipiac (KWIN-uh-pe-ack) University poll finds.

A substantial minority, 45 percent of voters, are willing to pay higher taxes for such protection, while 52 percent are not. Again there is little difference between voters in flood zones and those not in flood zones.

New York City voters approve 51 - 41 percent of the job Mayor Bloomberg is doing. Approval is 57 - 38 percent among white voters and 52- 38 percent among Hispanic voters while black voters are divided 45 - 48 percent. Approval is 50 - 41 percent among Republicans, 50 - 43 percent among Democrats and 53 - 37 percent among independent voters.

"Mayor Michael Bloomberg has been furiously generating ideas and this new bunch are winners. The biggest idea, the $19 billion flood control program, is the biggest hit with voters," said Maurice Carroll, director of the Quinnipiac University Polling Institute.

"Flood control produces one negative: Would voters approve higher taxes to pay for it? No, they never OK higher taxes, but this one is close."

New York City voters support 52 - 42 percent mandatory recycling of food waste. White voters are divided 46 - 46 percent, but support is 50 - 44 percent among black voters and 67 - 28 percent among Hispanic voters. Men support food recycling 52 - 43 percent. Women say save the scraps 52 - 42 percent.

Voters in Manhattan, likely to have the smallest kitchens, support food recycling 59 - 35 percent, with support at 57 - 36 percent in The Bronx and 54 - 39 percent in Queens. Opposition is 51 - 45 percent in Brooklyn, and 51 - 42 percent in Staten Island.

Support ranges from a split 48 - 46 percent among voters 45 to 64 years old to 68 - 30 percent among voters under 30 years old.

"The demographics on the food recycling issue are interesting, with more black and Hispanic support than white support," Carroll said. "Younger voters like the idea more than their parents." Bike Lanes and Bike Rentals

New York City voters support 50 - 20 percent the city's new bike rental program, with wide margins in every borough. Every age, income, party, gender and educational group supports the bike program.

Voters support 57 - 30 percent having rental bikes parked in their neighborhood, with support ranging from 50 - 35 percent in Staten Island to 66 - 22 percent in Manhattan. Voters over 65 years old comprise the only group that doesn't want bikes in their neighborhood, with 40 percent opposed and 37 percent in favor.

Bike lanes have become a fact of life for New York City voters as 38 percent want to keep the number of bike lanes as they are, while 29 percent want more bike lanes and 28 percent want fewer bike lanes.

Looking at their own neighborhood, 39 percent want to keep bike lanes as they are, while 35 percent want more lanes and 19 percent want fewer bike lanes.

"Despite the howls of opponents, bicycle lanes are fairly popular. Voters even approve more lanes in their neighborhoods," Carroll said. "The bike rental program is a winner, too."

From June 19 - 25, Quinnipiac University surveyed 1,238 New York City voters with a margin of error of +/- 2.8 percentage points. Live interviewers call land lines and cell phones.
