February 5, 2004 - Most New Yorkers Want To Cut Sales Tax On Clothes, Quinnipiac University Poll Finds; Voters Like Mayor's Property Tax Rebate, Too
Given a choice of possible tax breaks, most New York City voters prefer eliminating the sales tax on clothing under $110, according to a Quinnipiac University poll released today.

By a 66 - 22 percent margin, New York City voters say Mayor Michael

Bloomberg's plan to give homeowners a $400 property tax rebate is a good idea, the independent Quinnipiac (KWIN-uh-pe-ack) University poll finds.

But given three choices:
  • 55 percent of voters prefer to eliminate the sales tax on clothing under $110;
  • 23 percent prefer a real estate tax cut;
  • 14 percent prefer the property tax rebate.
"New Yorkers like Mayor Bloomberg's proposed $400 property tax rebate, which is the only plan on the table. But this poll was conducted during one of those tax- free shopping weeks, so maybe voters were a little more focused on that sales tax," said Maurice Carroll, director of the Quinnipiac University Polling Institute.

"When they had the choice, New Yorkers remembered that they buy clothes and they don't like paying taxes on them."

By a 74 - 12 percent margin, New York city voters are not satisfied with public schools city-wide, and by a 56 - 27 percent margin, they are not satisfied with schools in their neighborhood.

Mayor Bloomberg has not made "substantial progress" in improving public schools, voters say 53 - 29 percent.

Despite publicity about a controversial police shooting during the survey, Police Commissioner Ray Kelly has a 65 - 16 percent approval rating among New York City voters, compared to 69 - 15 percent in a November 25 Quinnipiac University poll.

Among black voters, Kelly's approval is 56 - 27 percent, compared to 63 - 27 percent November 25.

From January 25 to February 2, Quinnipiac University surveyed 1,176 New York City registered voters, with a margin of error of +/- 2.9 percent.

The Quinnipiac University Poll, directed by Douglas Schwartz, Ph.D., conducts public opinion surveys in New York, New Jersey, Connecticut, Pennsylvania and nationwide as a public service and for research.
