July 3, 2003 - New Yorkers Back Police 2 - 1, But Blacks Disapprove, Quinnipiac University Poll Finds; More Than 80% Say Their Neighborhood Is Safe
By a 63 - 32 percent margin, New York City voters approve of the job police are doing city-wide, according to a Quinnipiac University poll released today. Black voters disapprove of police city-wide 54 - 42 percent, while white voters approve 76 - 18 percent and Hispanic voters approve 62 - 31 percent.

The only higher mark in six years of measuring NYPD approval was 76 - 18 percent in a February 7, 2002, poll by the independent Quinnipiac (KWIN-uh-pe-ack) University.

Voters approve 63 - 24 percent of the job Police Commissioner Ray Kelly is doing, down from a 68 - 15 percent approval rating in a May 7 poll, when he had the highest approval the Quinnipiac University poll has measured for a police commissioner. Today, black voters approve of Kelly 54 - 37 percent, down from 66 - 17 percent.

"New Yorkers like their police a lot, but a little less than they did in the months after September 11. Police Commissioner Kelly's approval has dropped, especially among black voters, but he still has the highest approval rating of any city-wide figure measured," said Maurice Carroll, director of the Quinnipiac University Polling Institute.

Looking at police in their own community, New York City voters approve 69 - 26 percent, with black voters approving 55 - 41 percent.

Crime is a "very serious" or "somewhat serious" problem, 85 percent of New York City voters say, and 56 percent say they personally worry about being a crime victim.

But 76 percent of New Yorkers say their city is "very safe" or "somewhat safe," and 84 percent say their neighborhood is "very safe" or "somewhat safe."

Police are tougher on blacks, 58 percent of voters say, while 33 percent say police treat blacks and whites the same. White voters split 45 - 45 percent on this question, while black voters say 79 - 14 percent that police are tougher on blacks. Looking in their own community, 27 percent of white voters and 60 percent of black voters say police are tougher on blacks.

"It might seem contradictory, but most New Yorkers think crime is a serious problem and, simultaneously, that their city and neighborhood are safe places to live," Carroll added.

"Two constants in police polls: First, the police who people know, the cops in their neighborhood, get higher marks than the Police Department overall. Second, most people are convinced that police are tougher on black people than on whites."

From June 25 - 30, Quinnipiac University surveyed 776 New York City registered voters, with a margin of error of +/- 3.5 percent.
