August 6, 1997 - New Yorkers Back CUNY And Would Recommend It, Quinnipiac College Poll Finds; They Back Open Enrollment And English Tests
By large margins, New York City voters approve of the City University system and would recommend CUNY to a relative or friend, according to a Quinnipiac College Poll released today.

Asked to rate CUNY as an educational institution 68 percent say "very good" or "fairly good," while 11 percent say "fairly bad" or "very bad," with 22 percent undecided.

By a 55 - 28 percent margin, New Yorkers say they would recommend CUNY. Sixteen percent say CUNY is getting better, while 24 percent say it is getting worse, 28 percent say it is staying the same and 32 percent are undecided.

By a 70 - 25 percent margin, voters favor CUNY's open enrollment policy of accepting any New York City high school graduate.

By a 62 - 32 percent margin, voters say CUNY tuition should be free.

By a 92 - 6 percent margin, New York City voters say CUNY students should be required to pass an English writing test before they can graduate. Support is similar among black, white and Hispanic voters.

By an 80 - 17 percent margin, voters say students should pass an English writing test before they attend CUNY, with similar results from black, white and Hispanic voters.

"Despite the spate of negative headlines, -- the flap over English tests at Hostos, the ouster of the University Chancellor -- New Yorkers give good grades to CUNY," said Maurice Carroll, director of the Quinnipiac College Polling Institute.

"Voters clearly applaud CUNY's historic role in giving poor kids a chance for a college education. They'd continue open admissions. They'd make CUNY tuition-free," Carroll added.

"That fight over Hostos students who couldn't pass an English test made a big impression. Overwhelmingly, New Yorkers from all ethnic backgrounds want CUNY graduates to write fluently in English. By more than 4 - 1, black, white and Hispanic New Yorkers would require an English test as a prerequisite for admission."

Thirty-three percent of all New York City voters say they or an immediate family member graduated from a CUNY school.

If Colin Powell changes his mind, New Yorkers would welcome him as CUNY chancellor 59 - 21 percent.

Asked to rate the job New York City public schools are doing preparing students for college, 39 percent say "very good" or "fairly good," while 52 percent say "fairly bad" or "very bad."

Asked to rate their local schools in preparing students for college, 47 percent say "very good" or "fairly good," while 36 percent say "fairly bad" or "very bad."

By a 49 - 8 percent margin, New York City voters have a favorable opinion of Schools Chancellor Rudolph Crew, with 20 percent mixed and 23 percent who say they haven't heard enough to form an opinion.

"The big question: Are the public schools sending well-prepared students to college? As we have seen in the past, New Yorkers give bad grades to the so-called system, but better grades to their local schools, the ones they know," Carroll said.

Quinnipiac College surveyed 759 New York City residents who say they are registered voters. The poll was conducted July 29 - August 3, with a margin of error of +/- 3.6 percent.
