October 2, 2003 - Pataki Approval Inches Up, But Spitzer's Is Better, Quinnipiac University Poll Finds; Sen. Clinton's Approval At New High
Gov. George Pataki's approval rating has inched up to 46 - 42 percent, after languishing at 43 - 45 percent, according to a Quinnipiac University poll released today.

Gov. Pataki first hit the 43 - 45 percent mark, his lowest net approval ever, in an April 23 poll by the independent Quinnipiac (KWIN-uh-pe-ack) University. The numbers were the same in a June 25 poll.

Attorney General Eliot Spitzer has the highest approval of any statewide official, 62 - 15 percent, followed by Sen. Hillary Clinton with 61 - 33 percent and Sen. Charles Schumer with 60 - 24 percent. This is Sen. Clinton's highest approval ever.

"If you think 46 percent is a low approval number, talk to the governors of neighboring states. Gov. Pataki pretty much dodges the budget bullet that has deflated approval ratings for governors in New Jersey and Connecticut, and for Mayor Michael Bloomberg," said Maurice Carroll director of the Quinnipiac University Polling Institute.

"It's a long way to the 2006 governor's race, but Attorney General Eliot Spitzer is showing some impressive numbers. Other statewide leaders such as Comptroller Alan Hevesi, Assembly Speaker Sheldon Silver and Senate Majority Leader Joseph Bruno are relatively unknown."

Pataki is a moderate, 40 percent of New York State voters say, while 16 percent see him as a liberal and 32 percent see him as conservative. He is "too liberal," 13 percent say, while 28 percent say he is "too conservative" and 47 percent say he is "about right."

Pataki's prowess as a Republican fund-raiser will help raise his profile with the party "a lot" or "some," 73 percent of voters say; and will help New York State "a lot" or "some," 48 percent say.

Economic conditions in their local area are "not so good" or "poor," 66 percent of New York voters say, and only 21 percent expect them to get better in the next year. Their local economy will get worse, 17 percent say and 60 percent say it will stay the same.

By a 59 - 37 percent margin, New York State voters support a statewide ban on smoking in bars and restaurants.

"Most New Yorkers approve of the smoking ban, but 65 percent are not likely to vote for or against a legislative candidate because of this issue," Carroll said.

From September 23 - 29, Quinnipiac University surveyed 1,201 New York State registered voters, with a margin of error of +/- 2.8 percent.
