Former New York City Mayor Rudolph Giuliani is the early favorite over New York Sen. Hillary Clinton or Illinois Sen. Barack Obama in Quinnipiac University's Swing State Poll, three simultaneous surveys of voter opinion in Florida, Ohio and Pennsylvania, states that have been pivotal in presidential elections since 1964.

Giuliani leads Clinton 47 - 42 percent in Florida and 51 - 40 percent in Pennsylvania, the independent Quinnipiac (KWIN-uh-pe-ack) University poll finds. Clinton gets 44 percent to Giuliani's 43 percent in Ohio.

Giuliani bests Obama 48 -36 percent in Florida, 44 - 40 percent in Ohio and 48 - 36 percent in Pennsylvania.

In all of these matchups, Giuliani leads among independent voters and scores 12 percent or higher among Democrats. In Pennsylvania, he gets 20 percent of Democratic voters against either Clinton or Obama, and 19 percent against Edwards.

"Because of Electoral College math, Florida, Ohio and Pennsylvania are critical in presidential elections," said Peter A. Brown, assistant director of the Quinnipiac University Polling Institute. "No candidate since 1964 has taken the White House without taking at least two of these swing states. And while Mayor Rudolph Giuliani is ahead in Florida and Pennsylvania, it's early in the race and our Swing States remain very much in play."

"You would think Rudolph Giuliani had been mayor of Miami, Cleveland and Philadelphia by his numbers," Brown added.

"Giuliani is ahead among independents, and has ratings among Democrats that should make party chairman Howard Dean nervous and President George W. Bush jealous. That used to be Sen. John McCain's calling card. But although McCain remains well-liked among independents and Democrats, he's lost a step to the new guy in the race."

Florida Findings

Looking at other possible 2008 presidential matchups in Florida, the Quinnipiac University Swing State Poll finds:
  • Clinton tops former Massachusetts Gov. Mitt Romney 48 - 36 percent;
  • Giuliani tops 2004 vice presidential candidate John Edwards 48 - 40 percent;
  • McCain tops Obama 43 - 39 percent;
  • McCain edges Edwards 43 - 41 percent;
  • Obama tops Romney 43 - 34 percent;
  • Edwards beats Romney 48 - 32 percent.
In a Democratic primary matchup, Clinton gets 38 percent, followed by 13 points each for Obama and former Vice President Al Gore and 6 percent for Edwards.

Among Republican primary voters, Giuliani gets 38 percent, followed 18 percent for McCain, 14 percent for former House Speaker Newt Gingrich and 6 percent for Romney.

By a 56 - 20 percent margin, Florida voters have a favorable opinion of Giuliani. Favorability ratings for other contenders are:
  • 48 - 39 percent for Clinton;
  • 46 - 24 percent for McCain;
  • 40 - 19 percent for Obama, with 39 percent who haven't heard enough to form an opinion;
  • 46 - 23 percent for Edwards;
  • 64 percent haven't heard enough about Romney to form an opinion.
Ohio Results

In other possible 2008 presidential matchups in Ohio:
  • Edwards edges Giuliani 45 - 42 percent;
  • Giuliani beats Obama 44 - 40 percent;
  • Clinton bests Romney 51 - 31 percent;
  • Obama inches by McCain 42 - 39 percent;
  • Edwards beats McCain 45 - 38 percent;
  • Obama tops Romney 47 - 26 percent;
  • Edwards beats Romney 52 - 26 percent.
Clinton leads in a Democratic primary matchup with 32 percent, followed by 19 percent for Obama, 13 percent for Edwards and 11 percent for Gore.

In a Republican primary, Giuliani gets 35 percent, followed 18 percent for McCain, 13 percent for Gingrich and 3 percent for Romney.

Giuliani gets a 53 - 22 percent favorability rating from Ohio voters. Favorability ratings for other contenders are:
  • 49 - 41 percent for Clinton;
  • 44 - 24 percent for McCain;
  • 40 - 17 percent for Obama, with 41 percent who haven't heard enough;
  • 47 - 24 percent for Edwards;
  • 70 percent haven't heard enough about Romney to form an opinion.
Pennsylvania Results

In other possible 2008 presidential matchups in Pennsylvania:
  • Giuliani beats Obama 48 - 36 percent;
  • Giuliani tops Edwards 52 - 35 percent;
  • Clinton bests Romney 46 - 37 percent;
  • McCain beats Obama 43 - 38 percent;
  • McCain beats Edwards 44 - 38 percent;
  • Obama tops Romney 45 - 31 percent;
  • Edwards beats Romney 47 - 31 percent.
Clinton leads in a Democratic primary with 29 percent, followed by 18 percent for Obama, 16 percent for Gore and 11 percent for Edwards.

Among Republicans, Giuliani gets 43 percent, followed 17 percent for McCain, 8 percent for Gingrich and 6 percent for Romney.

Giuliani gets a 61 - 18 percent favorability rating from Pennsylvania voters. Favorability ratings for other contenders are:
  • 44 - 45 percent for Clinton;
  • 48 - 21 percent for McCain;
  • 42 - 16 percent for Obama, with 41 percent who haven't heard enough;
  • 42 - 26 percent for Edwards;
  • 71 percent haven't heard enough about Romney to form an opinion.
"Although Sen. Barack Obama loses most trial heats to either of the leading Republicans, and trails Sen. Clinton among Democratic primary voters, he has much more room to grow his candidacy than she does. Her negative ratings among independents and Republicans are high enough to be worrisome and that means her strategy must be to emulate Bush's in 2004 - turn out the party faithful," said Brown.

"Ironically, John Edwards finds himself dropping further behind in the nomination fight while there are indications he might be the party's best vote-getter in November in Ohio."

"It's a good thing for Romney he has raised a lot of money because he has a long way to go to introduce himself to the voters."

From February 25 - March 4 Quinnipiac University surveyed:
