New York City voters approve, by a 70 - 25 percent margin, Mayor Rudolph Giuliani's handling of the crime issue, according to a Quinnipiac College Poll released today.

But 60 percent think former Police Commissioner William Bratton was more responsible for the decrease in crime; 18 percent credit Mayor Giuliani, while 10 percent say both are responsible and seven percent say neither.

The Mayor's overall approval is 48 - 43 percent, with eight percent undecided, a drop from his 53 - 37 percent approval rating in a February 15 Quinnipiac College Poll, but ahead of his 44 - 46 approval rating in November.

Asked to name the most important problem facing New York City today, 30 percent of voters list crime, down from a high of 45 percent in December, 1994, and consistent with a 26 percent finding in a February 20 poll.

In a different question 88 percent of New York City voters say crime is a "big problem" in the city while 10 percent say it is a "small problem" and one percent say it is not a problem, the independent Quinnipiac College Poll found. Looking at their own community, only 42 percent say crime is a "big problem" while 49 percent says it is a "small problem" and eight percent say it is not a problem.

"The community outlook reflects what people know first hand," said Maurice Carroll, Director of the Quinnipiac College Polling Institute. "When people offer a city-wide view, they are basing their opinion on second-hand information, such as media reports, and I've never seen a headline or TV story that says 'No Crime Today.'

"The Mayor continues to get high marks for his handling of crime, high enough to life his overall approval rating. Obviously, former Police Commissioner Bratton does pretty well on this issue, too."

Fifty percent of New Yorkers say Mayor Giuliani is too involved in the management of the Police Department, while seven percent say he is not involved enough and 38 percent say his involvement is "about right."

Asked if they think New York City is safer than two years ago, 38 percent say yes; 17 percent say less safe and 44 percent say "about as safe." Asked about their own community, 24 percent say it's safer than two years ago, while 16 percent say less safe and 57 percent say "about as safe."

Asked if they expect the city to get safer in the next two years, 21 percent say yes while 26 percent expect the city to be less safe and 38 percent say "about as safe." Asked about their own community, 18 percent expect it to be safer, while 24 percent say less safe and 48 percent say "about as safe."

"Given New Yorkers' inclination to be negative, especially on the subject of crime, these results are OK," Carroll said. "Remember that 57 percent said crime in their community was a small problem or not a problem at all."

Bratton gets high marks for his job as Police Commissioner, with 75 percent rating him "good" or "very good," 17 percent rating him "fair" and three percent rating him "poor" or "very poor."

Quinnipiac College surveyed 975 New York City residents and reports on the results from 741 people who say they are registered voters. The poll was conducted April 11 - 16 and has a margin of error for the 741- voter sample of +/- 3.6 percent.
