November 18, 1998 - Mayor Giuliani Belongs In Senate, Not White House, New York City Voters Tell Quinnipiac College Poll; No Clear Choice To Replace Him

Many New York City voters would back Mayor Rudolph Giuliani if he runs for the U.S. Senate in 2000, but few would back him if runs for President, according to a Quinnipiac College Poll released today.
If Giuliani runs for Senate, 34 percent of voters say there is a good chance and 23 percent say there is some chance they would vote for him, while 41 percent say there is no chance. If he runs for President, 21 percent say there is a good chance and 23 percent say there is some chance they would vote for him, while 53 percent say there is no chance.
They approve 60 - 33 percent of the job Giuliani is doing as Mayor, and by a 74 - 25 percent margin, voters are satisfied with the way things are going in the City.
Voters approve 48 - 40 percent of the way the Mayor is handling welfare, but disapprove 31 - 56 percent of his handling of poverty and homelessness. Approval ratings on other issues are:
Crime - 76 - 19 percent; Education - 43 - 44 percent; Taxes - 47 - 37 percent; The economy and jobs - 58 - 29 percent.
"New Yorkers are delighted to have Rudolph Giuliani in City Hall, and many of his city neighbors would like to send him on to the U.S. Senate. So it's somewhat surprising to see them reject so decisively a possible Giuliani bid for the White House," said Maurice Carroll, director of the Quinnipiac College Polling Institute.
In an open-ended question, where respondents can give any answer they want, asked first in the survey so no names have been mentioned, 10 percent of New Yorkers said they would like Giuliani to be their next U.S. Senator, followed by 7 percent who named State Comptroller H. Carl McCall and 5 percent each for Sen. Alfonse D'Amato and Senator-elect Charles Schumer. Former Governor Mario Cuomo, Housing & Urban Development Secretary Andrew Cuomo and Public Advocate Mark Green each got 2 percent.
The big winner was "undecided" with 50 percent.
In the same type of open-ended question, 8 percent of New Yorkers said Public Advocate Mark Green should be the next Mayor, followed by Council Speaker Peter Vallone and former Mayor David Dinkins each with 4 percent and City Comptroller Alan Hevesi with 3 percent. Among those with 2 percent or less is former Mayor Ed Koch.
By a 49 - 29 percent margin, voters have a favorable opinion of Mayor Giuliani, with 20 percent mixed and one percent saying they don't know enough to form an opinion. Favorability ratings among other New York leaders are:

"Peter Vallone and Mark Green lost in their quest for higher office, but they did improve their recognition among New York City voters," Carroll said.
"If the first step to election is recognition, the Mayor is the only elected city official in any kind of shape. Of the three early entries for Mayor in 2001 -- Vallone, Hevesi and Green -- Green is barely ahead in recognition, but trailing Crew and Safir."
From November 10 - 16, Quinnipiac College surveyed 920 New York City residents who say they are registered voters. The poll has a margin of error of +/- 3.2 percent. The Quinnipiac College Poll, directed by Douglas Schwartz, conducts public opinion surveys in New York, New Jersey and Connecticut as a public service and for research.
