October 2, 1998 - We Don't Think Much Of Clinton, But Don't Impeach Him, Connecticut Voters Tell Quinnipiac College Poll; Dodd Holds Big Lead Over Franks
For the first time since he was elected, Connecticut voters give President Clinton a negative 35 - 42 percent favorability rating, with 22 percent holding a mixed opinion, according to a Quinnipiac College Poll released today.

Voters approve of the job Clinton is doing as President, 58 - 40 percent, down from a 64 - 32 percent approval in a June 25 poll by the independent Quinnipiac College.

Only 25 percent of voters say Congress should impeach and remove Clinton from office, while 37 percent say Congress should censure him and 34 percent say Congress should drop the matter.

By a 63 - 34 percent margin, voters say Clinton should finish his term rather than resign.

If a candidate for the House of Representatives or Senate says he/she would vote to impeach Clinton, 14 percent of Connecticut voters say they would be more likely to vote for that candidate, while 35 percent say they would be less likely and 49 percent say the impeachment position would not make a difference.

"Connecticut voters don't have a very favorable opinion of President Clinton, and they don't think much of his moral compass. His job performance rating also has slipped over the summer. Most voters want to see some kind of punishment, such as censure, but by almost 2 -1 margins, they want Clinton to finish his term," said Quinnipiac College Poll Director Douglas Schwartz.

"In fact, there could be a voter backlash if Republicans look like they are simply trying to bring down the President. By a 3 -1 margin, voters say they are less likely to vote for a Congressional of Senate candidate who advocates impeachment," Schwartz said.

"Candidates who hit the President too hard could find themselves impeached at the polls November 3."

By a 50 - 46 percent margin, voters say Clinton can be trusted to keep his word. But only 26 percent of voters say Clinton "shares the moral values most Americans try to live by," while 67 percent say he does not.

Voters split 44 - 49 percent on their approval of the way Congress is doing its job. Senate Race

Democratic incumbent Sen. Christopher Dodd holds a 59 - 26 percent lead over Republican challenger Gary Franks among registered voters. Among likely voters, Dodd wins 54 - 34 percent.

"Sen. Dodd is still in the driver's seat in the race for Senate. Franks still suffers from a lack of name recognition and a mixed favorability rating," Schwartz said.

By a 53 - 10 percent margin, Connecticut voters have a favorable opinion of Sen. Joseph Lieberman, with 21 percent mixed and 16 percent saying they don't know enough to form an opinion. This is similar to his June 25th rating. Favorability for other leaders is:
                        Favorable Unfavorable Mixed No Opinion

Dodd 45% 21% 22% 11%
Franks 19 19 13 48
Vice President Al Gore 31 27 29 13

From September 23 - 28, Quinnipiac College surveyed 1,070 Connecticut registered voters, including 526 likely voters. The poll has a margin of error of +/- 3 percent for registered voters and +/- 4.3 percent for likely voters. The Quinnipiac College Poll conducts public opinion surveys in New York, New Jersey and Connecticut as a public service and for research.
