April 1, 2004 - New Yorkers Back Mayor On Social Promotions 2 -1, Quinnipiac University Poll Finds; Opposition To Jets Stadium Less If Voters Don't Pay
New York City voters back Mayor Michael Bloomberg's plan to end 'social promotions' of third graders 63 - 30 percent, according to a Quinnipiac University poll released today. White voters support tougher standards 66 - 26 percent, as black voters support the policy 60 - 34 percent and Hispanic voters support it 59 - 34 percent.

But voters oppose 61 - 31 percent Mayor Bloomberg's firing of two Educational Policy Panel members who opposed the new promotion policy, the independent Quinnipiac (KWIN-uh-pe-ack) University poll finds.

Bloomberg gets a negative 42 - 45 percent approval rating for his handling of public schools and Schools Chancellor Joel Klein gets a mixed 36 - 35 percent approval rating, with 29 percent undecided.

"By a hefty 2 - 1 margin, New Yorkers back Mayor Bloomberg in the showdown over social promotions. But by the same margin, they don't like seeing the Mayor fire people who don't agree with him," said Maurice Carroll, director of the Quinnipiac University Polling Institute.

"A Mayor who wants to be judged on how he handles public schools better do something about that 42 - 45 percent approval rating."

New York City voters oppose 60 - 33 percent using tax dollars to help build a new stadium for the Jets football team and for the 2012 Olympics on Manhattan's West Side.

That opposition softens to 53 - 38 percent "if the only tax dollars used came from the increased tax revenue from new office and apartment buildings in the surrounding neighborhood."

Opposition to the new stadium, even using tax increment financing, is strongest in Manhattan, 60 - 34 percent.

A total of 45 percent of New York City voters say it is "very likely" or "somewhat likely" that the stadium can be built using only new taxes from the area, while 45 percent says it is "not too likely" or "not likely at all."

By large margins, New Yorkers support other components of the West Side plan:
  • 85 - 7 percent for extending the Number 7 Subway Line, if it is done without raising voters' taxes;
  • 80 - 12 percent for expansion of the Javits Convention Center, also if it is done without raising voters' taxes;
  • 71 - 13 percent for rezoning the area to encourage development.
But only 33 percent of voters say it is likely the added business taxes in the area would pay for the all the development plans, with 58 percent saying it is "not too likely" or "not likely at all."

In Brooklyn, New Yorkers oppose 59 - 35 percent using tax dollars to build an arena for the Nets basketball team.

But by a huge 75 - 19 percent margin, voters support the Nets arena if it is built without tax dollars. Brooklyn voters support the no-tax arena option 71 - 23 percent.

"Nets yes! Jets no! New Yorkers love the idea of Nets basketball in Brooklyn, if they don't have to pay for the arena. But they oppose the Jets stadium, even if they can be convinced it would be built without raising their taxes," Carroll said.

From March 23 - 29, Quinnipiac University surveyed 1,159 New York City registered voters, with a margin of error of +/- 2.9 percent.
