October 29, 1997 - Giuliani Approval, Satisfaction With City Hit New Highs, Quinnipiac College Poll Finds; Mayor's Lead Over Messinger Nears 2 - 1
Mayor Rudolph Giuliani's approval rating has edged up to an all-time 68 - 28 percent high, matching a record of 70 percent of New Yorkers who are "very satisfied" or "somewhat satisfied" with life in the city, according to a Quinnipiac College Poll released today.

When the independent Quinnipiac College Poll first asked this question in December, 1994, only 37 percent of New Yorkers were satisfied, with 61 percent dissatisfied.

Compared to four years ago, things in New York City are better, according to 64 percent of voters, while 11 percent say they are worse and 22 percent say they are the same.

A total of 96 percent of the voters who see an improvement give Giuliani "most" or "some" of the credit for this improvement.

Buoyed by this approval and satisfaction, Giuliani has a 59 - 31 percent lead over Democratic challenger Ruth Messinger among registered voters and a 60 - 32 percent lead among likely voters. In the October 1 Quinnipiac College Poll, Giuliani topped Messinger 54 - 33 among registered voters.

"Even the most popular incumbents usually lose some luster in the hammering of a reelection campaign, but every measure of approval for Mayor Giuliani just keeps getting better," said Maurice Carroll, director of the Quinnipiac College Polling Institute.

"In the rough and tumble of New York City politics, the guy is coming through without a scratch. In fact, he's coming out of the ring looking better than when he went in."

In open-ended questions, where voters can give any answers, 45 percent say the Mayor's record on crime/drugs is what they like most about him, followed by 25 percent listing positive leadership and 18 percent listing his overall record. What 17 percent of voters dislike the most about the Mayor is his personality, followed by 15 percent listing negative leadership qualities and 15 percent listing his record on education.

For Messinger, 21 percent of all voters point to her position on education as the thing they like most, followed by 8 percent listing her gender and 8 percent who list compassion or sensitivity. What 12 percent dislike most about the challenger are her ideas or policies, followed by 8 percent listing leadership and 7 percent listing campaign tactics.

By a 78 - 13 percent margin, voters say Giuliani would do a better job than Messinger handling crime. The Mayor also wins on taxes, 57 - 23 percent; the economy and jobs, 60 - 24 percent, and welfare, 48 - 37 percent. Messinger wins on education, 48 - 40 percent; race relations, 44 - 36 percent, and homelessness and poverty, 49 - 34 percent. The candidates split 41 - 38 percent on housing and rental costs and 44 - 41 percent on police brutality.

"Every coin has two sides. Praise for Giuliani's forcefulness and leadership in combating crime is accompanied by negative perceptions about his personality, and his leadership style," Carroll said. "Education remains the lone bright spot for Ms. Messinger. New Yorkers do think she'd handle this issue better than the Mayor and one-fifth of all voters see this as the best thing about her." In two other citywide races, Democratic incumbent Mark Green holds a 62 - 9 percent lead over Republican/Liberal Jules Polenetsky in the race for Public Advocate, while Democratic incumbent Alan Hevesi leads Republican challenger Anne Marie McAvoy 61 -15 percent in the race for City Comptroller.

From October 21 - 27, Quinnipiac College surveyed 994 New York City residents who say they are registered voters. The poll has a margin of error of +/- 3.1 percent. The Quinnipiac College Poll, directed by Douglas Schwartz, conducts public opinion surveys in New York, New Jersey and Connecticut as a public service and for research.
